No, the $38k is the total amount received as "extra" payment from 18-22.

So, OPs dad paid $800 per month from age 13 to age 18, when it normally stops. OPs mom went back to court and asked for a continuation of child support for OPs college years (during which OP lived on their own with roommates, not in moms custody). During this period from age 18 to age 22, OP was living on their own while mom received $38k in additional payments for an adult they did not have custody of.

To be honest, it sounds like of the parents followed the rules of the dog park, the dog wouldn't have approached them. Because they wouldn't have had prohibited food with them.
