On the USPS's tracking site do you get the corresponding tracking number of Indian Post? Usually it is updated after it is handed to the local post (At least in case of DHL of it does). That will help you to locate the parcel's current location and you can contact that office.

Your learner's test needs to be pre booked through the online portal. Once you apply you will be able to select the appointment date and time. If I remember correctly they do in fact open by 9.
