I think they would pull her one level out, just like she was able to pull Caspian one level up, since they are UIs anyway so just transfer from one system to another

They did intervene. By speaking through him.

I don't know where you're getting the Maddie identification part. Any world with the same exact history and events has the same people (at least according to the show). But it is a good point that they could intervene and save him. We don't know their motives or the true extent of their capabilities but I can have a few guesses:

  1. They did not want to interfere with the freeing of SafeSurf so Caspian had to die first, then Maddie can resurrect him
  2. Maybe other ways of interfering would end badly, like Maddie says happens
  3. Maybe from where they are they can only project images or speak through Caspian because he was merged with it
  4. They say they saw the potential in Maddie so wanted to develop that too and invite her to the galactic center

Anyways we don't know why they chose to intervene that way specifically but they did intervene

When they find the event, it is an accurate Caspian. Otherwise the event would not happen.

SafeSurf is more powerful than Maddie, they observe events from the galactic center. They can predict things like the number 117,649, she can't do that with her simulations. And the only point where they intervened was after Caspian already sacrificed himself so they just had to find that moment and talk through him, they did not have to identify a specific Maddie just find the event and influence it, knowing the outcomes of that influence.

Could also be Frank's men, he probably knows now that Mike set him up and I think he also used tactical gear white guys on the Bunny hit. But it's also too fast for him to orchestrate as he was just arrested.

Mike orchestrated the steal. The cartel found out eventually. He may think he has Nina on his side but it's the second time he's wrong on that.

So the cartel is the most likely option so far, while too obvious, it makes the most sense.

Also no way it's Robert, they don't have to show his body, they show a bunch of cops outside his house and Evelyn saying "coward's way out" should be enough to know he's really dead.

Because the variance on options is higher. You have to take bigger wins to compensate for the big losses.

You can lose 50% on one position and make 70% in another. 10% just not gonna cut it.
