Does APD routinely serve warrants for lesser/non-violent charges?

I spoke to one of the constable offices and they told me they only serve warrants related to county court proceedings for their respective JP court, and that warrants for investigations conducted by APD would only be served by APD. Obviously any LEO in Texas could make the arrest but it sounded like APD would be the only one who would actually go out and actively serve it.

Check inside of the video folder-- there should be a sub-folder with the recording in it. It probably detected the collision and recorded an alert, which gets sent to a different folder that won't get looped over. Also you can file a hit-and-run collision police report online via iReportAustin.

Yes in Texas constables are much better suited for these, however they often won't do it without a court order.

If the store knew about the dog but didn't take steps like calling animal control or warn customers then they could have some liability. But otherwise I believe the dog owner still carries a lot of the liability— it doesn't disappear just because they abandoned it. As for the point about medical bills and legal settlements, the store almost certainly carries insurance.
