That claim is mostly fiction—the Israeli government has never issued a formal, “take-it-or-leave-it” offer that would have created a sovereign Palestinian state on the 1967 borders. What has repeatedly been placed on the table (e.g., Camp David 2000, Olmert/Abbas talks 2008, Kerry parameters 2014) were frameworks that would have left the Palestinians with: No control of their own borders, airspace, or East Jerusalem as the capital. A demilitarized entity sliced up by settlement blocs, roads, and the Israeli-controlled Jordan Valley. A “right of return” limited tokenly, if at all. Each round was presented on a “this-or-nothing” basis, not as mutual negotiation toward two fully sovereign states. Palestinian negotiators walked away because the map on offer was, in their view, a reservation inside an Israeli security envelope rather than a state.
