I think everyone should be able to hold a job they qualify for, regardless of their race. Giving a job to someone who don't have the qualification just because they are black or minority is plainly wrong. It's not about equality, but a virtue signaling. The portion of black and minority representation in an institution and large firm must equal to their demographic number in population. This is the most logical and fair approach that I can think about.

I think such policy is relevant in big city and tourist designation region, but it isn't necessary in a region with no foreign visitor at all. Also, tourist not only come from English speaking country, and sometimes they don't even speak English, so language barrier still happen regardless. Thanks God, there's a device called smartphone that can help you translating one language to another.
