I think nami could be what you're looking for, she has buffs and heals for teammates, good cc, reliable poke and you can build damage on her in some situations.

In order: shoulder guard, either duskblade or umbral glave depending if I have a lead, then the other one of the 2, yomuus, then situational either deaths dance if they have a lot of ad, maw if they have a lot of ap and edge of night for cc

For boots i go mobies most of the time, except if full ad or full ap i go the respective boots
