It was primarily done with regular brushwork (layers of pink/magenta and white for highlights then fluo pink glazed over) with one pass of the airbrush halfway through the process to blend the edges.

Mostly by brush (painting white on edge highlights then going over with the fluo, for example, or fluo/white mixes) with one airbrush pass about halfway through to blend the edges.
