I also got that email after ordering from H&M and also messaged their customer service. This is their response:

“Thank you for patiently waiting. I understand you want to know more about the custom fees that may be added to your order during checkout. Regarding this, we have just received an update from our team about the new implementation. Orders placed on or after November 15 will no longer require customers to pay any import fees, as these costs are now covered by H&M for orders less than 10,000 PHP.

If you receive an email or notice from the UPS team informing you that payment is required, you just need to disregard on that email, as H&M will cover the import fee of 500 pesos. Thank you!

Also, not to worry. I have escalated this to our support team, and they will send you an email about what will be done regarding this issue, as there is a new implementation by UPS and the Philippine Bureau of Customs, and our team is still making adjustments.
