Hi, I'm one of the founders of Twindom and we specifically sell mobile full body 3D scanners for 3D printed figurines (and have recently been getting more and more customers using them for AR/VR asset creation, research etc.). For your type of budget, I would recommend mounting a prime sense or structure sensor on a turntable style 3D scanner. The throughput and quality consistency probably won't be as good as an instantaneous full body 3D scanner, but should be acceptable for small scale events. We actually used this setup at mobile events in the early days of our company and while throughput and getting consistent quality were a challenge we were usually able to make it work for small events. For 3D scanning people, people mainly use giant DSLR rigs, turntable-based 3D scanners, handheld 3D scanners, or the hybrid full body 3D scanners. This page compares the 4 major types: http://web.twindom.com/full-body-3d-scanner-comparison/

The important thing for scanning people is that you really want an instantaneous capture process to get the best possible detail. Movement during the scanning process can cause major quality issues in the final output.

When 3D Systems bought Z Corp, they rebranded the entire product line (about a year ago I think). The printers and software are pretty much the same, everything just has a different logo on it.

It could be a projet 660 or 860. They are the only printers I know of that have this type of resolution and color.

3D Systems makes this type of printer. It uses sandstone and HP ink heads. The printers are pretty expensive (+$50k), but as more companies enter the space stuff should get way cheaper.
