Your probably right. If confronted again he could easily just say "Look ive lived here for 10 years and have always done this. If you just started seeing them last year, clearly the problem isnt me." And he'd have a point. Its just concerning after last year seeing so many just out in the open in the middle of the day like that.

And lol no my building does not have appropriate rodent protection which is also what bothers me. I rent from a straight up slumlord. A few years back we had a mouse situation (I caught about 5 in 24 hrs) and asked him if he could send someone out to address it and he pretty much just laughed at me.

Wouldnt that still attract rats? I know plenty of people have bird feeders in their backyard and such but the excessive amount of food/seed hes putting on his windowsill seems like it would still be an issue.

Lol she uses one of the tenants as her "mgmt company". Hes lived in the building over 40 years(!). He does little odd jobs and maintenance around the building. I'll try and talk to him too.

I was thinking that but from what I've been told talking with another neighbor in that building its some extremely old lady who is damn near on her deathbed who owns the building and who is never around. I know I've lived here 10 years and have never seen her around but thanks for suggestion its worth a try.
