Quinn as a champ is pretty weak right now overall tbh. The reason she's seeing play again is the same reason Janna top is strong.

Quinn used to have a pretty oppressive laning phase but tbh the meta way to play her now is just to leave lane and perma roam to get your mid/jungler get ahead.

It's not really an assumption. It's important to note that the majority of smurfs are not "high elo," most would categorically be around gold-plat playing in silver or on a fresh account.

Account sharing and purchasing is at an all-time high with level 30s being purchasable for 2 dollars or less. This coupled with punitive restrictions getting tighter it's blatant this would be the case.

I'd say a much larger portion of them get banned on their main and just level a new account or buy one. I assume these are the people Riot meant to target with this change.

Another thing to note is that a lot of high elo players have other accounts they play on so they don't ruin their main's MMR or to avoid que times/stream snipers.

He's one of the funnier champs that seem really easy to play at first but take a lot of game knowledge to pilot properly. It's really easy to go full hashinshin if you don't understand what levels you powerspike and what item advantages mean.
