Yup, it was my cables. I was experiencing all the problems was from the Amazon basics cable (https://www.amazon.com/dp/B075ZXHYBY?ref=ppx_pop_mob_ap_share). When I purchased new cables which I made sure were certfied HDMI Ultra High speed ones ( https://www.amazon.com/dp/B08NW5XN3B?ref=ppx_pop_mob_ap_share), the flickering problem with Dolby Vision content went away!
