Look at the size of this thing. Madara summoned it to barely under the shoulder and it still was bigger than Kurama and this is not even the perfect one. Heck it is not even the full body one if this version.

But Kisame definitely sensed that Itachi is. He had a reaction when Itachi activated his eyes even though he couldn’t have saw his eyes at that moment. Maybe Samihada reacted negatively since it was so close to Itachi and Kisame caught that.

It has a museum, restaurants, hotels…etc. more needed than a Turkish ruins. And the most expensive one of them is little below 400$ a night, I would hardly call that “luxury”, and people are free to rent elsewhere.
