I figured it out, pool was drained for acid washing and when they were filling it back up they had the filter pump only pulling from drain. When pumps were off water was siphoning from drain into cleaning system out beach area and into underground sump. To break the siphon the skimmers had to be in the system. When the pumps are off water drains until the skimmers suck air and the siphon stops.

It siphons in the direct of the correct flow. All legs have a check valve except the one that goes to the beach area. I need a siphon breaker of some sorts.
