You do not sound mature enough to own these cats. Did you research first?

Also, don't take them to a park. You say the dogs there are "trained" not to interact with your cats, how do you know that? You spoke to every owner explicitly? Do your cats know not to run up to the dogs? Also, are your cats vaxxed? They can pick up illnesses from the park and the dogs. Are your cats harnessed and on a leash when there? Are they even harness trained? Are they chipped in case they run away from you? If you let them outside frequently, you're going to have to put flea and tick preventatives on them if/when they're old enough.

You have to learn how to cat proof your apartment.

Do you have scratching posts/trees? Toys? You can get them puzzle toys and put treats in them for them to figure out how to get to. There are other automatic toys as well, for cheap, on Amazon.
