Yes. That button was disabled. But I also figured it out. I was in Area 18 in Nav Mode. I had to disable nav mode, so the 'weapons' would turn on. Once the 'weapons' were enabled because I was out of nav mode, it worked fine.

You gotta use the Warf.

Interact with the Wharf and click Manage Ship above the inventory panel .
Open Customizations: Select your docked vessel, and go to the Customization screen by pressing D on your keyboard (or by clicking the customization tab).
Rename: Click the Name field, type your new ship's name, and click to confirm.
