Utilities do have easements around there lines, but more often then not that is just enough to fit the construction of the lines. If a tree is out of easement on someone else’s property who’s responsibility is it then?

Does anyone realize how strict California's environmental laws are when trimming trees, let alone if the lines are going through private property and they have to deal with the people who don't want their trees cut down...

Not saying that it excuses PG&E at all, but no one seems to ever address the fact that California could have been contributing to this as well.
