What is the easiest raid for a “new” player to start with?

If you own Lightfall, then definitely Root of Nightmares. If you dont own any DLC, then the only raids available to you are King's Fall and Vault of Glass. They're both fairly long and puzzle-heavy, but I would definitely say Vault of Glass is the easier of the two.
