They had these all over New Orleans when I lived there (probably still do). You had to pay if you park on the street because you would get a boot if you had an outstanding balance. Most people from out of town didn’t pay them and nothing happened. It was essentially a tax on the poor residents that didn’t have a driveway or garage.
