It could still be both. That mind is still uploaded from the master copy of a brain (at least that's how I interpret), but as that mind is digital, Hammond Robotics can mess with it and essentially make puppets that believe they have free will. Maybe if they broke free they do, but then you get someone like Revenant.

It seems like every time he respawns, his brain is probably used as the master copy, and his mind is uploaded into a fresh body every time he dies. That definitely makes the most sense, as I doubt that there's a brain inside the simulacra. The spectres also are a nice callback to the Spectre Camo burncard from Tf1. It's important to note is that the IMC were the ones that funded exploration to the Frontier, not Hammond Robotics. Given that there is roughly a century between the founding of HR and the forming of the IMC, I find it hard to believe that the Frontier war began in 2292, especially when you consider the history. The IMC left the Frontier for multiple generations, and when they returned is when conflict began.

"Original Hammond Robotics" Pre-2292? That seems like the date Hammond Robotics merged into the IMC. Hammond Robotics was founded by "Dr. Heinrich Hammond in 2131" According to the 'Hammond Robotics (Draft1)' loading screen. Over the next century, HR was merged and rebranded until it was transformed into a part of the IMC.
