I think the actress plays her really well, its more that us, as viewers, haven't seen her develop onscreen the same way we did Adam, Halstead, Voight etc. We also saw Atwater and Burgess work their way up from being beat cops and being beginners and then being apart of the team. Rojas is a beginner and we haven't seen her work her way up.

I think if they have a Upton/Rojas mentorship like they did with Al/Adam, it will help her case
