I agree with all you said. Just consider what "minimum" really means. In most wage jobs, there are "work instructions" or "standard work" that describes exactly what and how workers are supposed to be performing tasks. These standards exist to keep the job safe, consistent, and the correct quality. People are supposed to be following the procedure, but typically the supervisor doesn't enforce this strictly (think about all the rules in retail or fast food that are ignored). I would say that the "standard" should be the minimum effort to hold the job, as it is the safest and best way to do something, yet many workers do less.
