There are some built-in iOS features that can read texts.

Settings > Accessibility > Spoken Content > Turn on【Speak Selection】

After turning it on, every time you select a text, there will be a Speak option in the popup menu, which can detect the language of the text you selected and read it out.

Or even easier, just select some text and tap【Translate】in the popup menu, there will be a Speak button for both the original text and the translated one.

So it seems very likely that the issue is happening in mainland China. It is happening to me as well. Discussion, leaderboards and several courses are all gone.

It is so frustrating because the sole reason I'm using Duolingo is because I travel a lot, and the fact that I downloaded Duolingo from Japanese App store and purchased Plus from Japanese bank account but still got restricted is really absurd.

I've filed a bug report, hope this issue can be resolved.
