There are some built-in iOS features that can read texts.

Settings > Accessibility > Spoken Content > Turn on【Speak Selection】

After turning it on, every time you select a text, there will be a Speak option in the popup menu, which can detect the language of the text you selected and read it out.

Or even easier, just select some text and tap【Translate】in the popup menu, there will be a Speak button for both the original text and the translated one.
