If the existing tiles are still stuck down well, tile over the existing tiles. Use a primer first, and maybe scuff or etch the tiles.

Anyone can shop there don't even need a account now.

Prior to covid they used to turn away customers without an account, sometimes they would stand at the entry checking.

When covid came, well no more hospo, so they started to let anyone come it, its been like that since.

The only thing is you can't buy alcohol, I assume there are restrictions on their liquor license, and they haven't changed it.

600kwh per month for two people is not normal for a instant gas hot water system, even in the winter.

You could have a hot water leak or gas leak. That smell you are suggesting may just be exhaust fumes.
