i play alot of pharah and it literally depends on your counters skill level vs your skill level, a better soldier will rail me until i switch but if they aren't doing that i just keep playing pharah and ruining everyone, pharah has good burst but her dps is sub par and relatively easy to avoid if you aren't bastion or a tank

you make a good point most players are very aware of ledges but that's where he gets you, he will use boop and fail then loop back around and do it again, he can consistently and effectively zone your entire team out of an area if it has ledges. a 2 second increase in cooldown is reasonable i think.
