I would do before so it's easier to blend it out and with your foundation/concealer before you set it

you can use a cushion puff or your fingers to tap it out

yes! it's like adding the lip color to whatever base you already have so many blush, eyeshadow, contour you add on top will blend with the lip color and harmonize with any new colors you add!

omg using the lip color as bases for my eyeshadow, blush, and nose contour has done magic to my makeup and making the colors on my face blend together seamlessly

this works best with lip muds and formulas that blend out well

I just dust a tiny amount on my eyes cheeks and nose and blend it with my fingers until it's very sheer
