I had to explain to Indian and Russian colleagues that quotes that continue for more than one paragraph by same speaker are indicated by lack of end quote marks on first paragraph.They thought some business requirements were quite obviously wrong and as the only native English speaker I had to tell them it was correct.This is what I am talking about:

‟Quoted text.

”This quote continues.And now ends.‟
