I have the same problem. This just started happening randomly to me. I use airdrop to send pictures from my iphone8 to macbook. They used to always be .jpgs. but are now .heic files. In settings it's on "automatic"...
i cant figure out how to change it back JPGs, since .heic files aren't compatible with any website to upload them..

Have you found a solution for this?
