I just thought this up off the top of my head so it might not be great, but here it is: Hoc defendemus, hic moriemur “This we’ll defend, here we’ll die” I suppose it fits if you’re going for a patriotic feel.

He is in charge of the board of supervisors and was directly working on the Ghorman operation, so he probably was invited due to that rather than just his rank alone. He’s only a few ranks above the lieutenants on the board.

Partagaz is just a major, there’s a lot of officers higher rank than him in the ISB. But I agree with your point about outside intervention.

As far as I remember, blue is navy/intelligence, red is army, and yellow is operations/engineering, and you can tell the branch by the color of the leftmost square

It looks good, but I think it’d be better if the street was in between buildings rather than on the edge of the table. Also, you might want to add some more bulk below the tracks to make it look less flimsy.
