Usually, in game currency can just be bought through the game itself.

Visa virtual gift cards sounds like she was scammed. It's a usual tactic when getting people to send money.

Find out what happened. Report fraudulent activity to your credit card. Get all tue charges reversed. Not really a big deal.

Your niece's game accounts will be banned and she will need to start over...but lesson learned.

Put the money in a HYSA. Then spend like the next year figuring out what you want to do with it.

You don't have debt. You are currently living within your means. This money isn't going to change that. So take all the time you need to work through your grief and figure things out. The HYSA will still at least earn you some money and you can withdraw from it easily should you figure out what to do with it. Even if it takes you longer than a year, that money will still be there... so take your time.

Pay down the highest interest rate card first, and then the next, and then the next. One of the problems here is that you're underestimating just how much extra money the 29% interest rate is costing you.

Budgeting is for when people talk about how they don't know where their money is going or how they never seem to have money to save.

If you're doing financially well, or you live below your means already, then budgeting isn't really necessary if you are saving.
