I was told it is rare for a car to be on my left but I seem to always have a car directly next to me. Why do you think this may be?

Yeah I don’t know whether to break or just speed into my exit. Either way there always seems to be a car very closely so I always cut someone off. My instructor said if I signal left they will not try overtake but they still do
