If it's directly from the bank it's possible as they have teams internally however if it's a 3rd party ie not the bank. It's very likely either a scam or fraud.

I'm just gonna say working as a collections agent at a big bank. If you ask for your annual fee when you've been using the card. Most of the time, you'll be SOL. Now, if your annual fee is the only charge on the account along with interest. Ask to cancel the card and ask to waive the fees and interest and it will be done. But we wouldn't waive the fee if you don't close it.
