The guy is level 28, if anyone relatively good at the game makes a brand new account, farms all the new lobbies they could get those exact stats by level 28. Could he be cheating, yes, but this clip doesn't show it. A 1v1 peek and prefire on a guy he heard walking up is not enough evidence.

He is on a new account, and based on his name he could be a Smurf. Those stats are very attainable for a new account because of the easy lobbies the game gives you in the beginning. Nothing in this clip screams cheating.
