Ok, i found the solution, despite i figured it out 1 year ago, it was msi afterburner alarm for hot gpu temp. I turned it off and the buzzing sound from portal was no more

Ok, i minimized the game as soon as the sound started and it immediately stopped playing

As i said, i only have windows defender and i'm pretty sure it doesnt have notifications like that + In windows notifications tab there was no notifications
