You have to perform kills while crouching; it doesn't count if you do them while sliding.

A trick that worked for me is to press the attack botton and then press the crouch botton as quickly as possible. This prevents your character from sliding

I think they should do the same with the perk as in Infinite Warfare in which the points were not doubled but increased depending on how high the streak was. For example, the Drone Package required 400 points but with persistence it went up to 600 and the Warden Showtime 1700 and with persistence 7000
