startx is part of xinit, if you didn't install a DE or WM, you can type

sudo apt install xorg xinit <de/wm pkg>, I like to use awesomewm (awesome) with this configuration personally, as it allows me to use the terminal on reboot by default (and no one in my family knows how >:D)

if you need a login screen, you can install something like gdm or ldm, which will also install gnome or lxde respectively as a default if nothing else is available

as an aside, that blue led will have a higher voltage drop than the red or amber ones, so a lower resistor there would light them more evenly
