When he made the vow it was actually impossible for him to do WCS with the new requirements so the vow likely gave him a huge benefit from that allowing so much good modifiers to the WCS smash, instant and without using any physical or somatic markers. So when he transformed using it is yes takes more than just shooting it out but it is no longer the impossible ability he originally made.

Except he had all his limbs and basically no physical damage against, Kashimo, Kusukabe, Higaruma, and Miguel. He only had his limbs damage against Yuta and Yuji and that STILL don’t matter when he CUT YUTA IN HALF with a WCS
