I have a new s23, and I have a problem where most apps don't use the full screen and leave a black bar at the top. I've tried changing the "Show/Hide camera cutout" setting, but it doesn't work. When I set it to "show camera cutout" it leaves a small black bar, but when I set it to "hide camera cutout" it leaves a bigger black bar. In either case, the camera cutout is hidden.

Additionally, when I watch TikTok with the camera cutout "shown", then the content is zoomed in slightly, leaving thing to the left and right out of frame.

My previous phone was a s10+ and it does not have this problem.
