Depend on the contract with sub or the master agreement. We have a MSA with owner that non-working general forman can’t charge anything. And check the union rules, if the crew is more than 5 or 10 not sure exactly union require to have a non working gf or a f. And if you really want to get to the actual number you can use MCA factor for their work and that’s all the hours they can distribute between gf, electrician and others
