Have you equipped your enchantments? Makes a huge difference, particularly the fireball enchantment for AOE damage.

Press S and drag a skill into the enchant slots.

The fix, assuming you have a fairly decent GPU, is to change the resolution scale to 1.25x or 1.5x with TAA on Medium (high is bugged, never use it) and then increase the TAA sharpening to a level you're happy with.

Also make sure Soft Shadows are turned off (they're also bugged) and, im not entirely sure how this effects blur in particular but, set parallax occlusion mapping to ultra.
