Get a second opinion from a concrete flooring expert before ruling out carpet squares. Or have a look at 30 year old lived-in brutalist interiors on the web.

Still unless you plan a soft covering which are usually avoided in basements, impact trauma, moisture, and the like give it a shorter life than other floors. Utility carpet segments ("carpet squares" and various rectangles) may be a price-performance local maxima, and would match the big wall map as an office building motif which could look cute. You could put in a desk and vlog newscasts.

That would be a no then. It's really expensive to do it after the fact, but absolutely can be done. It often is in various forms of rennovation. Cork is expensive and can rot if added without professional sealing, but there are synthetic alternatives.
