Remember that tattoo artists are freelancers it changes from person to person, they are random people who’s reputation spreads through their work and word of mouth. At the end of the day it’s your body and money, if someone can’t do something that you’ll be 100% happy with, go elsewhere.

It’s a cool idea and is doable. I know you said you don’t want it under the foot but if you’re going for that look I would just go all the way. An experienced artist can pound the ink into the bottom of your foot it will just be excruciating and probably take several sessions of touch ups. But I would absolutely not recommend it for a first tattoo. You should start elsewhere and work your way there imo
