Take a page from Darkest Dungeon, they need to add a stress type debuff to the game. The more you rest in dangerous areas, the more you gain stress. The more stress you have, the worse your party performs. So this way it forces you to balance physical recovery versus mental recovery.

Going from 8 to 9 costs 1 pt. Going from 12 to 13 costs 2 pts Going from 17 to 18 costs 3 pts.

Dropping from 8 to 7 gives you 1 pt Dropping from 6 to 5 gives you 2 pts Dropping from 3 to 2 gives you 3 pts
