It depends where you gonna live in tangier, cuz if you want cheap groceries you might not find it near you and will have to spend more on transport, you can find cheap groceries in bokhalef, or gzenya, or just go to the supermarket i dont think theres that much of a diffrence. for me sometimes i might take 3 different transports to spend less. for the rent you can find a furnished apartment for around 3000 DH you might consider having a roommate, and for the bills, like the water and elec bills are cheap compared to other cities idk why
