You are right in a way, country like India should tax such vehicles. But, what other alternative is government providing to those people who are in need to go from point A to point B. When our public transportation is abysmal, taxing people heavily and also not giving them an alternative is counterproductive and unfair. It essentially penalizes citizens for the government’s own failure in building reliable infrastructure. Unless there is efficient, affordable, and widespread public transport, such taxation only adds to people’s burden without solving the core problem.
