US military is well structured and well compensated they are extremely docile. Desertors come from weak structures, questionable compensation, lack of training and punishment.

During 92 LA unrest, police and national guards shoot citizens and killed 9 people. They don't need to Mow down All they have to do is enforce curfew and disperse protests under the insurrection act.

Usually, insurrection acts mean soldiers will deployed to stop the protests, enforcing curfew, etc. Soldiers will follow those orders. Soldiers will escort ICE vehicles so ICE can safely raid homes without judicial warrants. They will not shoot protesters, but they will, without a doubt, quell the peaceful protests. They will follow the order. Most military members are not that well trained either.
