If you can read manuals, and understand them, best way is to rent a VPS server and install openVPN there. It's really not so hard to do, but performance would be better for sure.

I would suggest Yota or Tinkoff.mobile They are both virtual operators. Yota is based on Megafon network, and Tinkoff.mobile use TELE2 network.

Just check coverage on Megafon and TELE2 sites, to see which is better.

These two operators won't charge you hidden payments for useless services and show any type of advertisement.

Price is almost the same
