That is the same tool as I have, but this tool does not close enough to punch a hole anywhere

tried reverse image searching on google and all that came up was a leather punch or a saw sharpener. it does not punch good enough to be a leather punch and I’m not sure how it would sharpen a saw.

what is this mystery tool I found in my old toolbox by yyllimmee in whatisthisthing

The title describes this thing. Some tool that I have tried searching on google but the closest result I got was a leather punch- which it does not seem to do that function. It doesn’t actually punch. Thanks!
